Section 3. The MTDC shall have all of the powers necessary to carry out its purposes which shall include but not be limited to:

(a)make, amend and repeal by-laws, rules and regulations for the management of its affairs;
(b)adopt an official seal;
(c)sue and be sued, in its own name;[ Subsection (d) effective until May 30, 2023. For text effective May 30, 2023, see below.]
(d)make contracts and execute all instruments necessary or convenient for the carrying on of its business; provided, however, that the MTDC shall contract with another public authority for the performance by that authority of core administrative functions, as determined by the secretary of housing and economic development, which may include, but shall not be limited to, human resources, financial management, information
