In issuing a certificate of approval for the erection or alteration of a public building under section fifteen, a supervisor of plans shall, in addition to any other requirements of this chapter, determine that the plans and specifications required to be filed under said section fifteen conform to the rules and regulations issued by the board to facilitate the use of public buildings by the physically handicapped, established by section thirteen A of chapter twenty-two, or if a specification of requirements for the erection or alteration of a public building is issued under said section fifteen, such specification shall, in addition to any other requirements of this chapter,
