Section 7. The commander-in-chief may prescribe in orders the organization of the military forces of the commonwealth, the designation and location of all units, and the numbers, titles, grades and duties of all officers and enlisted persons as he deems the interest of the service demands: provided, that the organization shall not conflict with the laws of the United States relating to the armed forces.
