Section 52. The said counsel shall, under like direction, assist members and committees of the senate and house of representatives in drafting bills, and shall advise and assist the committees on bills in the third reading. They shall, so far as possible, draft all bills proposed for legislation as general statutes in the form of specific amendments of or additions to the General Laws.
