Section 31. Except as otherwise provided in this chapter, no joint committee of the general court shall, unless authorized by order or rule of both branches, incur any expense to be paid by the commonwealth; and no committee of either branch shall, unless authorized by order or rule of the branch to which it belongs, incur such expense.
