Section 28B. The personnel administrator shall organize, develop, and conduct an employee assistance program for persons whose job performance is being adversely affected by behavioral or medical problems including, but not limited to, addiction to alcohol or drugs and emotional illness.Said program shall be organized with the advice and assistance of agency appointing authorities and labor organizations. A coordinator of employee assistance programs shall be employed in the bureau of employee development of the division of personnel administration. Said coordinator shall report annually to the legislature on the status of the program.
