Section 13. Upon a proceeding to reverse or avoid a conviction of crime or to obtain the discharge of a person who is held in custody thereunder, the fact that the person was under the age of 18 at the time of the conviction shall not affect the validity of the conviction nor entitle the person to be discharged.
