Section 22. The expenses and charges of the commissioners shall be allowed by the court; the other costs shall be taxed in the usual manner, and the whole shall be apportioned by the court among all parties interested in the determination of the boundary lines in such flats, and shall be paid in proportion to the value of the interests which they respectively hold therein.
