Section 17. Any disposition of lands, or an interest therein, which were acquired by the Agency pursuant to section 16 may be made in such manner whether by sale, lease, or otherwise, by parcels which are the same as or different from those by which they were acquired or taken possession of by the Agency, and for such price, rental or other consideration payable over such term, and bearing interest as to deferred payments and secured in such manner, by mortgage or otherwise, all as the Agency may determine to be desirable and consistent with any applicable provisions of any applicable redevelopment or incubator development plan.Prior to the disposition of state surplus lands or an interest therein which were acquired by the Agency pursuant to section 16 to a natural person or entity, the A
