(a)As used in this section, the following words shall, unless the context clearly requires otherwise, have the following meanings:"Homeless'', a veteran:
(i)who is undomiciled and unable to secure permanent and stable housing without special assistance, including, but not limited to, a veteran who is inappropriately housed in an institutional facility and can safely live in the community where services are provided;
(ii)in a transitional housing facility without permanent domicile;
(iii)in the community, released or discharged after incarceration and who is without permanent and stable housing; or (iv) who is in danger of becoming homeless due to circumstances and criteria established by the secretar
