(a)As used in this section and section 34, the following words shall, unless the context clearly requires otherwise, have the following meanings:"Eligible applicant'', an owner of residential property in the commonwealth who, as determined by the executive office of housing and livable communities:
(i)is an owner-occupant, small landlord or larger landlord;
