Any corporation, with respect to any business facility which it owns or operates and which meets the requirements of section thirteen may file with the bureau an application for a certificate that such facility is an eligible business facility. Such application shall be in such form and shall contain such information, exhibits and supporting data as the bureau may prescribe.
