§ 11 — Definitions applicable to Secs. 12 to 15

(a)"Eligible section of substantial poverty'', a section of one or more cities or towns of the commonwealth which (a) is designated as having "sections of concentrated unemployment or underemployment'' by the United States Secretary of Labor, or (b) is part of a standard metropolitan statistical area of over two hundred and fifty thousand persons and contains one or more poverty areas as defined by the latest official United States decennial census, or (c) is part of a standard metropolitan statistical area of less t
