Section 64. The colonel may, at the request of the director of civil defense, appoint employees of the civil defense agency as special state police officers. Such special state police officers shall:
(i)serve for 1 year, subject to removal by the colonel;
(ii)receive such certification as the Massachusetts peace officer standards and training commission established in chapter 6E shall direct; and (iii) have the same power to make arrests as the state police of any criminal offense committed in or upon lands or structures located in the town of Framingham within the charge of said director.
