Section 59. The colonel may, upon petition of the commissioner of mental health or the commissioner of developmental services, appoint as special state police officers employees of the department of mental health or the department of developmental services or employees of various institutions under the respective jurisdictions of said departments, who shall have the same power to make arrests as the state police for any criminal offense committed in or upon lands or structures within the charge of said departments or of the various institutions under the respective jurisdictions of said departments.
