Section 4. The department shall enforce the provisions of this chapter and may, subject to the provisions contained herein, take all action necessary and appropriate to secure to the commonwealth the benefits of subtitle I of RCRA, including without limitation, obtaining federal grants. The department may, from time to time, adopt, amend, or repeal regulations as it deems necessary to accomplish the following purposes:

(1)provide for the safe storage, use, handling and manufacturing of regulated substance(s) in or about any underground storage tank; or (2) protect public health, safety, and welfare, and the environment, from any release of a regulated substance from any underground storage tank; or (3) implement, administer, and enforce any provisions of this chapter.
