Section 9A. Threshold amounts for toxic or hazardous substances for purposes of this chapter shall be initially established as the following:

(A)For toxics users that manufacture or process a toxic or hazardous substance, as the terms ''manufacture'' or ''process'' are defined herein, the threshold amount for a toxic or hazardous substance shall be 25,000 pounds each year at any 1 facility, except the threshold will be 1,000 pounds each year at any 1 facility for a higher hazard substance; and(B) For toxics users that otherwise use a toxic or hazardous substance, the threshold amount for a toxic or hazardous substance shall be 10,000 pounds each year at any 1 facility, except the threshold will be 1,000 pounds each year at any 1 facility for a higher hazard substance.
