There shall be established within the executive office of environmental affairs the water resources commission hereinafter in this section and in sections eight B to eight F, inclusive, called the commission, which shall consist of the secretary of the executive office of environmental affairs, the commissioner of the department of environmental protection, the commissioner of the department of conservation and recreation, the commissioner of the department of fish and game, the commissioner of the department of food and agriculture, and the director of housing and community development, all of whom shall serve ex officio, and 5 persons to be appointed by the governor.[ First paragraph
