Section 12. At least sixty days prior to the proposed promulgation by the secretary, the commissioner of the department of environmental protection or the commissioner of food and agriculture of any rule or regulation which substantially affects the public health, the secretary shall submit such rule or regulation to the commissioner of the department of public health for review and comment. If said commissioner of environmental protection or the department of public health determines that such proposed regulation would endanger the public health, he shall, within thirty days of his receipt of said proposed regulation, convey in writing to the secretary his reasons for such determination.
