Section 14. The department is hereby authorized to enter into reciprocal agreements with other states regarding the interstate transportation of poor and indigent persons, and to arrange for the acceptance and support of persons receiving public aid in other states, in accordance with the terms of such reciprocal agreements. The department is hereby further authorized to enter into reciprocal agreements with other states to provide for the support and care of persons receiving aid under chapter one hundred and eighteen or corresponding provisions of law in such other states, during the period of change of residence between states, as provided by section four A of said chapter one hundred and eighteen.
