Section 43.

(a)Whenever the commissioner is satisfied that any foreign society (1) has exceeded its powers;
(2)has failed to comply with any provision of this chapter;
(3)is conducting businesses fraudulently;
(4)is not carrying out its contracts in good faith;
(5)that its condition or management is such as to render its further transaction of business hazardous to the public, to members or creditors; or (6) that it or its officers or agents have refused to submit to an examination under section 44 or to perform any legal obligation relative thereto, the commissioner shall notify the society of his findings, and state in writing the grounds of his dissatisfaction, and, after reasonable written notice to the society, shall require it, on a date named in such notice, to show cause why i
