Section 7. The commissioner of insurance, or any person authorized by him to make examinations or investigations or to conduct hearings provided for by this chapter, shall have free access to all the assets of non-profit hospital service corporations for the purpose of verification, and to all the books and papers relating to their business and to the books and papers of their representatives. Said commissioner or any person authorized by him may summon and examine under oath any person who has knowledge of the affairs, transactions or circumstances being examined or investigated; and whoever without justifiable cause neglects upon due summons to appear and testify before the commissioner of insurance or his authorized representative, and whoever obstructs said commissioner or his represen
