Section 108L. To the maximum extent possible, carriers that offer any policy of accident and sickness insurance or any general or blanket policy of insurance that is a health benefit plan, as defined in section 1 of chapter 176J, shall attribute every member to a primary care provider. Members may change their primary care provider, provided that the member gives notice to the carrier.
