Section 108A. No insurer authorized to issue policies of accident and sickness insurance in the commonwealth shall refuse, for the reason of blindness or deafness, to issue an individual policy of accident and sickness insurance, which provides hospital expense and surgical expense coverage, to any person residing in the commonwealth.
