Section 68. The commissioner may provide for the payment, to such person or persons as the commissioner finds entitled thereto, of benefits due a deceased person, or a person who has become incapacitated by reason of mental illness or who is an insane person and incapable of properly taking care of himself or his property, for the allowance of whose will or for the administration of whose estate no petition for the appointment of an administrator, guardian or conservator has been filed within thirty days after his death or disability, as the case may be, and every such payment shall be a valid payment to the same extent as if made to the legal representative of the deceased or of the person under such disabilities.
