Section 43. In the discharge of the duties prescribed by this chapter, the commissioner and the members of the board of review and of the state advisory council, or the duly authorized representative of any of them, shall have the power to administer oaths, take depositions, certify to official acts, and require by summons the attendance of witnesses and the production of books, papers, documents and records. Witnesses so summoned shall be paid for attendance and travel the same fees as witnesses in civil actions before the courts. Such fees shall be paid from the employment security administration account.
