Section 11. Any city in which the city council, with the approval of the mayor, accepts this and the two following sections or has accepted corresponding provisions of earlier laws, may establish a reserve police force; and appointments thereto shall, subject to chapter thirty-one, be made in the same manner as appointments to the regular police force of said city.
