Section 85. Notwithstanding any provision of sections seventy-two to eighty-four, inclusive, the commissioner of the division of occupational licensure, upon application accompanied by a fee of three dollars, may grant special licenses for operators of motion picture machines in churches, schoolhouses or public institutions which in his opinion are in safe condition for said exhibitions, and he may prescribe regulations for the proper conduct of the same.
