Section 95. Sections ninety to ninety-four, inclusive, shall not apply to any loan of fifteen hundred dollars or less made by a person who holds a license under sections ninety-six to one hundred and thirteen, inclusive, or by an institution specified in section one hundred and fourteen A nor affect section seventy-two of this chapter or section four of chapter two hundred and fifty-five; provided, however, that whenever the small loans regulatory board established under section five A of chapter twenty-six shall not have a maximum rate of charge in effect pursuant to section one hundred and section one hundred itself does not prescribe a maximum rate, section ninety shall apply to all loans exceeding three hundred dollars and less than one thousand dollars made by a person who so holds a
