Section 35. No rule or regulation made by the commissioner of conservation and recreation for the government and use of the reservations or boulevards under its care within the urban parks district shall prohibit or restrict the sale of alcoholic beverages in any building or place outside the limits of said reservations or boulevards if a license for such sale has been granted hereunder.
