Section 81. The term of office of each member of the board shall be three years, except that of the members of the first board, two shall be appointed for terms of one year, two members for terms of two years, and three members for terms of three years. At least one member representing the general public and at least one member from a minority group, as defined by the federal Department of Health, Education and Welfare, shall be appointed for the initial term of three full years. Each member of the board shall serve for a term of 3 years and may continue to serve until replaced. No member shall be appointed to more than 2 consecutive full terms; provided, however, that a member appointed for less than a full term may serve 2 full terms in addition to the part of a full term.
