Section 76. There shall be a board of registration of psychologists which shall consist of nine members to be appointed by the governor. Members of the board shall be residents of the commonwealth and citizens of the United States. Seven members of the board shall be licensed psychologists under the provisions of sections one hundred and eighteen to one hundred and twenty-nine A, inclusive, of chapter one hundred and twelve and shall have been actively engaged in the practice or teaching of psychology or in psychological research for the five years next preceding their appointment. At least four members of said board shall be certified as health service providers by the board under the provisions of sections one hundred and eighteen to one hundred and twenty-seven, inclusive, of said chapt
