Section 15. Employees of the department shall visit towns to inquire into the methods and needs of practical husbandry, ascertain the adaptation of agricultural products to soil, climate and markets, encourage the establishment of farmers' clubs, agricultural libraries and reading rooms, disseminate useful information in agriculture by lectures or otherwise, and annually in October make detailed reports to the commissioner.
