Section 2A. Whoever willfully corrupts or by force or threats of force, including any threatening letter or communication, attempts to intimidate or impede an officer or employee of the commonwealth acting in an official capacity under this chapter, or in any other way corrupts or by force or threats of force, including any threatening letter or communication, obstructs or impedes, or attempts to obstruct or impede, the due administration of this chapter, shall, upon conviction thereof, be punished by a fine of not more than five thousand dollars, or by imprisonment for not more than three years, or both; provided, however, if the offense is committed only by threats of force, the person convicted thereof shall be punished by a fine of not more than three thousand dollars or by imprisonmen
