Section 90. The board may make and publish necessary rules and regulations for the proper conduct of its duties, and shall keep a full record of its proceedings and keep a record of the names of all persons examined or registered by it, which shall be open to public inspection. The board shall make an annual report containing a full and complete account of all of its official acts during the preceding year and setting forth the condition of chiropractic in the commonwealth.
