Section 87DD. The board may enter and inspect a shop, school or mobile business in a proper manner at any time during the business hours of the shop, school or mobile business. If a complaint is made to the board that:

(i)a person has suffered personal injury as a result of the occupational practice of aesthetics, barbering, cosmetology, electrology, hairdressing or manicuring;
(ii)a person has been exposed to a hazard to the public's health, safety or welfare;
(iii)a contagious or infectious disease has been imparted at a shop or by a licensee or authorized mobile business;
(iv)a shop, school or location where mobile services are performed is being kept in an unsanitary condition; or (v) a person has been engaged in aesthetics, barbering, cosmetology, electrolysis, hairdressing or man
