Section 47. The board shall be responsible for institutional control of the facility in accordance with the program approved by the department of public health and regulations adopted pursuant to section sixteen. The board shall annually issue a report of its institutional control of the facility for public review and comment. Within sixty days of issuance of such report, the board shall hold a public meeting in each site community and other public meetings in neighboring communities upon request by the chief executive officer of such community. The board shall consider and evaluate all comments made at such public meetings or submitted in writing within sixty days of the issuance of the report.
