Section 16.

(a)The department of public health shall adopt regulations for the licensing, development, operation, closure, post-closure observation and maintenance, and institutional control of facilities in accordance with the procedure established in this section. Such regulations shall, at a minimum, be compatible with the federal regulatory program established pursuant to the Atomic Energy Act, 42 USC section 2071 et seq., and shall include procedures for license application and for setting a license decision schedule pursuant to section thirty-one; environmental and human exposure performance objectives, financial assurances and licensing requirements for facility construction; facility opening; low-level radioactive waste acceptance and inspection, storage, treatment and disposal; s
