Section 12.

(a)The commissioner shall appoint a state medical director, who shall serve at the pleasure of the commissioner, and who shall be a qualified emergency physician. The department may establish additional qualifications for the position of state medical director by regulation. The duties and responsibilities of the state medical director shall be to:
(1)provide clinical oversight for the state's EMS system assuring that adequate and appropriate attention is paid to the special needs of children and other special populations;
(2)advise the department on clinical standards and protocols, qualifications of EMS personnel to operate under medical direction, and statewide on-line and off-line pre-hospital treatment protocols;
(3)establish and lead a continuous quality improvement syst
