Section 5D. The department shall make such rules and regulations concerning labeling, thickness and methods of use of plastic bags and plastic film as it shall deem necessary for the protection of the lives and safety of the public, which rules and regulations may provide penalties for the violation thereof not exceeding five hundred dollars for any one offence.
