Section 7.

(a)There shall be in the department but not subject to the department's jurisdiction, a state workforce development board.[ Subsection (b) effective until September 12, 2024. For text effective September 12, 2024, see below.]
(b)The board shall consist of: the governor or a designee; the secretary of labor and workforce development or a designee; the secretary of economic development or a designee; the secretary of health and human services or a designee; the secretary of education or a designee; the commissioner of the Massachusetts commission for the blind or the Massachusetts rehabilitation commission or a designee; 2 chief elected officials, as defined in 29 U.S.C. section 3102, who shall be appointed by the governor from designated local workforce development areas
