Section 53. The council shall promote excellence, access, education, and diversity in the arts, humanities, and interpretive sciences in order to improve the quality of life for all Massachusetts residents and to contribute to the economic vitality of its communities. The council shall make such reviews or surveys as it deems advisable of the facilities, activities, and needs of public and private institutions, and organizations within the commonwealth concerned with the arts, humanities, and interpretive sciences, and community and local arts organizations within the commonwealth.
