§4241. Scope of application A. This Chapter applies to international commercial arbitration, subject to any agreement in force between the United States and any other country or countries. B. The provisions of this Chapter, except R.S. 9:4248, 4249, 4275, and 4276, apply only if the place of arbitration is in the territory of this state. C. An arbitration is international if:

(1)The parties to an arbitration agreement have, at the time of the conclusion of that agreement, their places of business in different countries; or
(2)One of the following places is situated outside the country in which the parties have their places of business:
(a)The place of arbitration if determined in, or pursuant to, the arbitration agreement;
(b)Any place where a substantial part of the obligations of the
