Neither the state nor any political subdivision of the state, nor the agents or representatives of the state or any political subdivision thereof, nor any individual, firm, partnership, corporation, association, trustee, or receiver, or any of the agents thereof, in good faith carrying out, complying with, or attempting to comply with, any order, rule, or regulation promulgated pursuant to the provisions of this Chapter or pursuant to any ordinance relating to blackouts or other precautionary measures enacted by any political subdivision of the state shall be liable for any injury or death to persons or damage to property as the result of any such activity.
