§250. Application of this Part A. This Part shall exclusively govern the contracts of the Department of Transportation and Development or let by the department on behalf of other political subdivisions of the state in addition to the laws of the state relating generally to obligations and the department not in conflict with this Part. B.

(1)If a law requires a contract, bond, or any other document to be in writing, an electronic record satisfies law.
(2)If a law requires a signature on a contract, bond, or any other document, an electronic signature satisfies law.
(3)If a law requires the department to record a contract, bond, or any other document in the office of the recorder of mortgages, the recorder shall record a contract, bond, or any other document formed by electronic means and
