§4. Parish appropriations in aid of charity hospitals Police juries may, under such regulations as they may prescribe, appropriate annually and use from parish funds, sums of money not to exceed one thousand dollars in aid of charity hospitals or other similar institutions, when the charity hospitals or other institutions are freely used without cost by the indigent sick or wounded citizens of the parishes.
