(1)The legislature hereby recognizes that the emergency room at
Charity Hospital of Louisiana at New Orleans cannot accommodate the
number of patients attempting to seek medical assistance at that facility.
(2)The legislature further recognizes that society must bear the cost of
those patients who are turned away when seeking medical attention due to
shortages of medical personnel, often returning with more severe symptoms
that ultimately cost more to be treated.
(3)The legislature further recognizes that many of the minor symptoms
that patients leave without resolving could be handled with an adequate triage
team.
