§16. Sale or lease of state-owned facilities; procedure In the event that any state facility owned or operated by the Department of Children and Family Services, the Louisiana Department of Health, or the Department of Public Safety and Corrections should permanently cease operations or should permanently vacate the premises of one facility and move to the premises of another facility, the secretary of the appropriate department is hereby authorized to sell or lease to the highest bidder the property, buildings, and all other appurtenances of the state-owned facility which has been permanently closed or vacated. The respective secretary shall, when such facilities are offered for sale or lease, follow those procedures set forth in R.S. 41:131 et seq., relative to the sale of public land or
