A.Notwithstanding any other law to the contrary, whenever the Bienville Parish School Board, on behalf of the state of Louisiana, determines that the sixteenth section lands located within Bienville Parish, and as more specifically described in any agreements entered into and documents executed by the Bienville Parish School Board, is no longer needed for school purposes and that the best interests of the Bienville Parish school system would be served by the sale of the property, the Bienville Parish School Board shall have authority to order the disposition of such sixteenth section lands at public auction or under sealed bids.
