Any person desiring to submit final proof under the provisions of R.S. 41:544 shall first file with the Register of the State Land Office a written notice of his intention to make proof, which notice shall contain the date and number of the register's receipt, a description of the land and the names and post office addresses of four neighbors, two of whom must appear as witnesses. The register shall then cause to be published for thirty days in a newspaper by him designated as the paper published nearest to the land, a notice containing the date and number of the receipt, description of the land, names and addresses of the witnesses and the time and place and name and official designation of the officers before whom proof is to be made. The applicant shall deposit with the Register of the State Land Office a fee of ten dollars to cover costs of the publication, or a receipt from the publisher that the fee has been paid to him in advance.
